In general, the term "public services" refers to the state's task of providing goods and services that are necessary for human existence. This includes, among other things, energy and water supplies, transport services, telecommunications, broadcasting, street cleaning, and sewage and waste disposal. However, it is possible that events such as natural disasters, terrorist attacks, wars, etc. may result in this state task not being able to be carried out in part or in full. This may be short-term, but it may also be a long-term challenge. Accordingly, a “private social security provision” makes sense in order to enable one’s family and oneself to successfully overcome crises. The course calmly describes preparations for different groups of scenarios. One focus is on attacks with nuclear weapons. A subordinate point is armament for crisis situations.
